IF you will be making millions of devices, the price of the components is likely to be critical; In this case, you'd probably want to choose the cheapest processor.

IF you will be making only small quantities, the price of the components is unlikely to be significant relative to the development costs; In this case, you'd want to choose the processor that's easiest to develop with.

Although features like JTAG, on-chip debug, on-chip ISP Flash, etc may increase the price of the chip, the savings in development time will be well worth it for small-volume projects.
