Of course you will use PLC when making a project professionally, even for a one-shot problem, especially if one sits right on your desk.

You can use BASIC (or any rapid development tool) as
- a toy (toys are given at Christmas :-)
- an introduction to microcontrollers/electronics
- a homebrew gadget (e.g. clock, home automation...)
- a fast patch in non-critical application (perhaps no power supply/case needed, to be built into an existing device with case).
