There are parts availability issues in Mexico, too. Either the parts aren't available or they are severely overpriced. The problem is severe enough that I actually place orders from Digikey in the U.S. and pay for shipping to Mexico and pay import taxes... and the overall cost is still less than if I bought locally--if I even could find the parts locally.

Of course, I have to consolidate orders. It doesn't make sense to go through the shipping and import tax hassle for $5 in parts, so I normally put together a large order and ship it all at once. Either that or I time it with a planned trip to the U.S. and have it shipped there so I can just drive back with the parts.

It is a major hassle. I can't wait until I can move back to the U.S. A lot of things are going to be a lot easier--just one of them is parts availability and cost.
