Can you post your regulator circuit?

Are you sure it's a spike on the supply, rather than a dip in the Ground reference?

The same did NOT appear on the PIC board!

Again, was the spike also present on the input to this board?
Can you post the regulator circuit used on this board?

Of course, it may be nothing to do with the regulator - the spike may be entering by another route.
Again, you need to try using a completely separate power
supply (isolated from all your solenoids, etc) to check this.
