"Must" is a very strong expression.
Manufacturers deliberately choose to be non-compliant to standards, to be able to sell their "original" accessories.
It is not uncommon, that the phone has a data interface, but uses a completely proprietarty protocol, or some strange combination of Hayes/ETSI and proprietary, e.g. some small subset of AT-commands for phone identification, and proprietary for all other purposes.

Sorry, I don't know details on Panasonics. Siemens x35-s are known here to serve as AT-command modems.
