It is part of the Removal of Hazardous Substances directive made by the EU some time ago. In the UK it comes into effect on July 1st 2006. From that date all electronics sold in the UK, wherever they are manufactured, must comply with the directive, which effectively means they must be lead free (apart from some special exemptions).

So although it may not be law in your country it may affect you if you sell electronics hardware to EU countries.
