Earlier you mentioned the rated current for motor is 1.2 A/phase (if I recall correctly). At 1.2 amps with a 1 ohm resistor = 1.2V = Vref. You also said your Vref was 2.11 Volts, which would give you 2.11A/phase on motor, I'm thinking the L298 is only good for 2A/phase. You'll have to check the datasheet on that.

ps you need a higher wattage on the Vsense too 1.2A * 1.2V = 1.44W, you could parallel a pair (if you have them)
