The '541 has pins 1 and 19 OR'd while those same pins function as separate enables for the separate 4-bit buffers in the '241.

In some of the published JTAG adapters, this can have unhappy consequences, as one buffer set is always intended to be enabled, while the other is controlled by the driver software. If they're not separable, your circuit won't work as intended.
