I see no problem:
If the RI bit was set, you enable the external interrupt and also the timer 1 interrupt. Then, if the external interrupt occur, the timer 1 interrupt was disabled. Otherwise, if the timer 1 interrupt occur the 160th (or 167th in the 9-bit mode) time, you have detect the bus idle state.
