What are you doing so much as thinking about code when you don't even know if this is an appropriate chip?!

Despite being asked, you still haven't given any indication of what type of weight sensor you propose to use. Without that absolutely fundamental detail, it is entirely impossible to say whether this or any other chip is going to be suitable or not.

What made you think that a "single-phase bi-directional power/energy IC" might be suitable for use in a weighing machine?

You need to go right back to basics: what are the requirements for your weighing machine?

Once you clearly understand those requirements, then you can start to think about what will be a suitable mechanism and sensor.

Once you have determined what sensor you require, then - and only then - you can start thinking about the necessary electronics (including Analogue-to-digital converter) for that sensor.
