Obviously, before anyone can fix the "flicking", you need to determine the cause of the "flicking".

Are you sure that the analogue input to the chip is stable?
If the analogue input to the chip is "flickering" by (the equivalent of) 30 counts, then the digital output will obviously flicker, too!
