In my opinion, special function of some vendors may utilize strong pull-up to keep noise low as possible.

there are such (e.g. SILabs), but I doubt - 'doubt' or 'belief' is definitely not something to base a design on - that a 'plain vanilla' chip like the OPs will do so. HOWEVER, this is a valid issue that MUST be verified before any such connection is made. Now, why do I doubt it, well how does a 'plain vanilla' chip 'know' whether P3.0 is used as Tx or not.
