my absolute favorite is the ICE, no ifs, no buts. That goes for both software and hardware debugging.
I have a bunch of them, of course the SILabs have it built in, so I only need the $<100 dongles, which is a godsend when you are debugging a 4 processor unit and want to ICE all 4.

Anyhow since Acqura an NXP are very tight (Acqura used to be part of Philips, NZ), I guess looking at Acqura would be your best bet for the P89LPC9408.
