When the poster do not state that his device differs from the 'standard' the poster should expect answers based on 'the standard'
Thus, unless advised, I usually do not look at datasheets for devices I do not use, but I got suspicious (after all you have chosen an Atmel) and was waiting for a lenghty process to complete so I decided to take a look.

For 14,745 MHz I get RCAP2H = 0FFH and RCAP2L = 0FCH, I assume those are the reload values for Timer 2.

from the datasheet
"The AT89LP2052/LP4052 has two 16-bit Timer/Counter registers: Timer 0 and Timer 1."
the device you have chosen do not have a timer 2.

Now, all may not be lost, it is not my job to read a datasheet for you, but there is some language about "enhanced T0 and T1" and without verifying it I think with this particular device you can do it with T1.

Try sticking some reload values (I would start with 4 (100h-0fch) into the formula shown in the UART section of the datasheet.
