Is this without the programmed MCU (empty socket)? If not, remove the MCU to be programmed NOW.
Is the power supply powerful enough? And what is at the ADJ pin of LM317? Try disconnecting the resistor going from transistor, temporarily. And i dont get the decoupling cap what is it ? Capacitors between VCC (or any other power supply) and GND. You should have a plenty of them (at least one per IC) and as close to the ICs' pins as possible. JW |
