I encountered the same problem when I used external memory between addresses 0000-2000H. I was using Anchor chip AN2131S. No external strobes oro select signals are generated when the uC executes a MOVX instruction that addresses this region. If you are using the same chip, I suggest you try the same code with higher address values.
