I agree,
just let say that it depends on many factors anyway (luminous intensity and colour of LEDs, polarization and diffusion of glass cover, external lighting etc; even on such conditions as scroll speed and people head moving speed and direction :)
Another thing is if it is planed to use animation then refresh ratio value should be integer multiple from animation speed otherwise it will visualy twitch while moving. I spent many time before learned those things.
