BUT Russell Bull says connect cable shield to 0v and you say tie it to PE I will Faint .

If we see the case of aeroplane you cant tie anything to PE Right . Then is all this a compromise at some point ,can you define what you would do if *PE* wasnt available to you what would you do with the shield .Leave it alone or tie it to circuit common .

Where does majority of designs tie the Shield PE or 0V?

Do you use the very same Resistances? Fail safe biasing resistances for 100Feet cable that you use for 4000Feet . I'mn does the cable 'Zo' characteristic impedence remains the same for shorter lengths .
