With microcontrollers you can get away without it for hobby or educational projects. NO! NO! NO! Please Mahmood. As engineers we should make our design decisions based on solid engineering principles but never on the basis of "can I get away with it?" Just because someone is a hobbyist doesn't mean he/she can throw good design practise overboard and students in particular should never be encouraged to do so! Bypass capacitors are very important in CMOS circuits, because they provide a local storage of energy that is able to supply the very short, high current peaks that are required by these circuits. Omitting the bypass caps can lead to EMI problems, as Steve already mentioned, and, depending on the circuit layout, all kinds of weird 'n' wond'rous effects like unexpected resets and memory corruption.
