How about I monitor the voltage on each capacitor, and if it rises above certain level I switch on a bleed resistor across the guilty capacitor till its voltage as planned
With the amperage you are talking about, to implement the above scheme you would need to have a charge time of one hour plus, just to be able to have the above circuit react fast enough.
