No, spin up an alternator/generator with a motor and flywheel. When you need the energy, you take it from the alternator. There are practical rate limits of course - the electrical transients need examining, but similar ideas are often used for big pulse systems. The JET fusion project stores pulse energy in a similar way - otherwise it would look like a 600MW transient when it is pulsed.
