These days spending money like that is FOOLISH. Buy your self an eval card that supports ISP type flash chips and a JTAG adapter to your PC. In the case of the Cygnal (Now Silicon Labrotories) they even include a complete code debug capability on board thir chips which you can use via the JTAG to set breakpoints and single step. Its hot!

The complete eval kits cost $99 -> $129.
