Forget about burning proms.

Use an ISP chip such as the P89C51Rx2 and no PROM burner is required.

As far as making your own or buying a cheapie from a little known company, how do you feel about the following: Every time something does not work as expected you will sit back and think "is it my code or did it just not program?".
