Using a 12 Mhz xtal clocking the chip to 100 Mhz.

I'm a bit confusing, sorry.
And, there 24 'Mhz' written on the chip, can we clock
up to 100 Mhz?

"high clock derivative" is a derivative such as the Cygnal f12x which can be clocked at up to 100MHz. You can not clock a derivative at a higher frequency than the datasheet allow.
