Although probably OT, this is a well known limitation in Win9x if you do some research into it. Min resolution on Win9x is about 55ms. Min resolution on WinNT/2000/XP is about 10ms. If you want to try and achieve something a little better then give the multimedia timers a try.

Expecting proper documentation from Microsoft is...well....most products don't have proper documentation anyway. Thats life.
