The mains voltage that we get here in developing countries like India is most of the times not consistent.

Its not too good here in Venezuela either - the mains supply has regular dips below 100 V and the nominal 220 V is running at 197-200 this morning....This is causng some problems with our induction motors...
I will use a step down transformer 420V->6V then this voltage goes to an optocoupler for galvanic isolation the output of the optoisolator will be going to ADC.

The transformer IS a galvanic isolation !
