It seems to me that you could simply rectify and filter you 6VAC ( or something close) and be done with it. The rectified DC will be proportional to the input AC, less the rectifier drop which will be quite small compared to the rest of the signal. I'm not sure whats available in india for transformers, but I tipically use mictran/tamura brand similar to -

They can be configure for US (120VAC@60HZ) or european (240VAC@50HZ) operation

If you have a variac handy, you can use that for calibration.

I have to do something similar to this soon so I'll be keeping an eye on this thread.
