I agree with you, that you should use both methods. The temperature probe would be the fine control and the monitoring of the MAINS voltage would give you the coarse control. Monitoring the MAINS voltage would allow you to respond quicker to the inevitable disturbance that the changing MAINS voltage would cause in you control system.
