I think you are getting bad information again. Triacs will switch kilowatts easily. They DON'T like commutating inductive loads, bu, then neither do triacs. unless you use proper drive control and determine when the current through the device is zero. A better method for REALLY big loads uses two thyristors back to back, so one device has half a cycle torecover while the other device is conducting. That is still not enough though often with a transformer load for example - I had a hell of problem commutating a 8kVA transformer recently.

Phase control is NOT "illegal in Europe" - but RFemissions on the supply line or into the ether beyond carefully laid down limits IS. So you design it properly....
