If you are intending to build a development board you would be miles ahead to pick out one of these:
absoulutely, but if you insist:
I want to know which type of Latch I should use LS, HC or HCT type.
May be I will add 82C55 but not yet decided.

If you use a device with onboard Flash and RAM, you get ALL 32 pins for I/O and there is no need to go to the antique store to find a 8255. Of course with this you do not need the latch either.

I suggest
89C51RD2
11.0592 xtal
MAX232 (equivalent)

A much simpler approach requiring no eraser, no programmer and it has a lower chip count. In addition you get RS232 connectivity which you do not have in your configuration.
