In fact, many 74HCT devices will work just fine down to 1.5 volts. They may not have the speed but their logic functions perfectly. Oh dear, oh dear! The thing is, if you operate anything outside its specs, its behaviour is UNDEFINED - that means that it can do absolutely anything: it doesn't have to be reasonable; it doesn't have to be reliable; it doesn't have to be repeatable; it doesn't even have to be predictable.
