Yes license is required to operate in 433Mhz band. In India the WPC wing of Ministry Of Communication reglates air waves in India and thay issue a license for the same.
I am a Radio Ham and we can use 434 to 436Mhz. If you want more info. call me on my mobile 9892373545.
