so if for instance the channel 3 frequency is 44Mhz. to send that signal over a telephone line and then into a tv i would have to modulate the audio tone at mhz.

No, there's a LOT more to the TV receiver than simple amplitude modulation!

it is known that there is a bandwith 400hz to 3khz. there is nothing that i have seen that says i cant modulate or turn it on and off 44 million times a second is this your understanding too? does this hold water?

No, it's leaking all over the floor. You're confusing the available bandwidth of the telephone channel with the carrier frequency of the TV channel!

With a normal voice telephone connection, there is no modulation. For analog computer modem connections, there IS modulation; however, the resulting signal bandwidth still fits into the 4 kHz channel.

The TV channel is a bandwidth of 6 MHz centered on, in your example, 44 MHz.

now i know they have phones that can let you see another person. "but what i want to accomplish is sending the output from a vcr and through the phone line connect it to the input of a tv in another location"

Yeah, over 64 kbps or 128 kbps ISDN (which stands for "Integrated Services Digital Network") lines with highly-compressed data. The incoming video is digitized and compressed (probably according to H.263) before it hits the ISDN modem. ISDN, like DSL, requires special circuits and lines; you can't just hook up an ISDN modem and expect it to work.

Please do yourself a favor and pick up one of the many texts that describe communications systems.
