If you look at the code library section you'll see that I posted under the hardware section a vga controller which could be used as the basis for what you are trying to do,however it certainly would need an external ram interface as the internal ram in fpga tends to work out very expensive if you need more than a few Kbytes.
I would suggest though that unless you want this post to decend into a shouting match then you need to really pin your requirements down and stick to them and understand fully what you are trying to do.
