The problem is how the convince the artwork person on the importance of this?

If your "artwork person" know less about proper layout that you, I suggest you get rid of him.

Someone claiming to be an "artwork person" should know more about routing problems, reflections, ground bounce etc than the circuit designer to claim that title.

The mere ability to operate e.g. ORCAD layout is not a qualifier, if it was, I could claim the title of "artwork person" and what sorry products that would result in.
