If you want qualified layout people, look into the IPC Designers Council certification program. If they don't have a program in India yet, look into establishing one. Yes, I have their certifications, both CID and CID+. No, I am no longer affiliated with them in any way. I got the certifications strictly so I could do a better job of laying out my own boards. I say this by way of disclaimer that I am not promoting my own interest by recommending them.

That being said, Erik is right. Knowing how to operate the software is a long way from knowing how to design a PWB.
