why you not read and try to understand this:

Whatever your design, you can not change the fact that the max frequency of pulses is not based on rotattion speed, but stopping at the border.

I did not comment on the design., but on the assumption that the pulse frequency has anything todo with rotation speed.

The post you refer to states His solution is bullet-proof (no accumulating error), as long as one condition is met: there must be always be at least one sample between the edges and the distancxe between edges is related to frequency.
