Yes, true - although I must've had better experience than you with my XP installs having the drivers ready to run.

It is not uncommon to ... find the driver on its CD to be over 2 years old ... In several cases I have had strange or intermittent behavior ... a new driver version that made all the previous BlueScreen problems go away.

This is not limited to USB-to-RS232 adaptors! :-(

I once bought a USD-to-IDE adaptor, and used it to connect to a CD writer. It was rubbish - until I found a new driver, and installed that!
(that was 98 - not XP)
