The PL2303 comes with a default set of USB descriptors for the case that there is no EEPROM. Designers can "personalize" the device by including an EEPROM with their VID/PID/device class/etc. If you take a "personalized" bridge and remove the EEPROM, it goes back to the default case. Now, I'm not recommending you do that, just illustrating the concept. Adding the EEPROM doesn't allow you to drastically alter the functionality of the device, but in conjunction with the host-side driver some custom behaviour can be defined.
