Fully packaged digital caliper is out of the question. Our telescoping metal rod is roughly 10mm in diameter.

I have seen a few IP67 sealed encoders around on the net that are within 10mm, but our motor (as it turns out) won't provide enough force when wet. So I think an encoder in the chamber where the motor is located sealed up is our best bet.
