Is it possible that this will work without any pullups? because I've tried all possible ways and nothing has changed.
this is the only device I'm testing with at this point so basically the bus goes from my '51 to the appropriate pins on the max6956.

no pullups, only with extremely low bus capacitance and then still not a good practice. I recommend you use pullups of as little resistance as your uC can handle (max IoL). Without a scope you are kind of stuck, since the fact that there are pulses is totally irrelevant, IIC is based on the phase relationship between SCL and SDA.

When I was reading through the "IIC Bible" it says the bus could be up to 10 meters in length, surely with my jumpers being just 16 inches long the signal is getting there.
Length is not the issue, capacitance is. (BTW the drawing on page 3? show 2m).

as yoau seem tb be totally stuck, why not back up and try to communicate with a small serial EEPROM?
