I'd agree that the best background is to come from an engineering discipline rather than computer science.

I remember when I was doing my degree that many of my fellow first year students transfered to the second year of the computer science course as the mathematics were too much for them, so so much for CS being needed for algorithims.

Indeed most of the programmers I know today started as engineers and have enginering qialifications not CS.
