Look for professionally designed PLC discrete input circuits.

I have seen, I do not know how many, "PLC replacements" "My board is a PLC" etc with inputs that would blow up if somebody farted a mile away. However, if you can find an input circuit from eg. Allen Bradley, Siemens, Kayence or Fanuc, you will find something that should withstand what you see.
