Of course, you could "solve" the problem with a supervisor chip. But that would be totally wrong! A circuit must withstand such switchings on mains, without a supervisor chip! Here a firing supervisor chip indeed is an indication for a faulty design. My hint: Do always use some additional filtering, even if it might not be needed. Especially a pi-filter in front of regulator is always a benificial investment. Like decoupling caps at each chip are, like the use of a solid ground plane is, ... But even then, when everything has been done to make your circuit to work properly and if you have already implemented more measures than your boss like, outing you as the most paranoid person of the company, then the supervisory chip will help to cover the remaining and unavoidable malfunctionings...
