If you want to generate 38.000 KHz without using any timers and without using any software, then you can drive the oscillator input ( there's an input and an output ) with 456 KHz and use the ALE, provided you've filled the code space with no-op's. Of course, you won't be able to do anything else.

Please attempt to restate your problem more clearly, so that it makes some sense. If you can't use code and can't use hardware, you can't do it.

If I've correctly surmised that you've incorrectly stated the problem, and you're willing to use a timer, then you must state what oscillator frequency you're prepared to use.

You should also provide precise information as to what, exactly, and omit nothing, please, you mean by "input scanning". Please inculde timing parameters and the exact (Vmin, Vmax, rise time, fall time, frequency and duty cycle or pulse width.) nature of the inputs that you plan to scan and what information you intend to extract from this process.
