They are origional Parts.

If the ALE is not clocking it is not working. It does not need a PROM or RAM. If it is set for external The PSEN should be going too. There is not sleep or ALE off options.

This goes back to +5 and the Xtal. If you have +5 it is the crystal. Pull the XTAl pins from the socket and try inputs to both, Or solder a Crystal and caps to them.
