www.MSDN.com has a great serial port sample in C.

Remember to include the "Http..." - then the forum will automatically make the link clickable. The link is:

To enumerate Serial Ports: Open each posible one. Then, check the error code. The parallel Port is harder.

Alternatively, just put up a dialogue box for the user to enter the desired COM: or LPT: port number.

Do not arbitrarily restrict the COM: or LPT: port number!
