The first one is: solving problems fast based upon hobbyistic knowledge. A little VHDL, a little C and you can do miracles.

Second: teaching afternoon classes at school (for free) and begging parents for money for small electronics projects.

The second reason makes the low cost approach obvious.

FPA implementations of CPU cores is way beyond my scope! (But Someday!)
