If the DIP is an issue, a handful of 74HC595s (around $0.06/LED in Digikey) plus series resistors ($0.00 :-) ) will do.

Driving LEDs with gates and resistors may well do if you are the only one looking at it. For even color and intensity cc generators are required. The Vf for LEDs is highly variable even for the same "color sort" I just had a look at a random LED and VF was typ 2V max 3V for the same current just visualize those two next to each other in a diplay UGH
