you then you can use an ENC28j60 in combination with an AT89S51ED2. This is less then 10 USD. I allready implemented all your mentioned protocols except Telnet and SNMP.

In other words, ETH II, ARP, ICMP, DHCP, IP, TCP, UDP, HTTP, DNS, NTP, SMTP and POP is ready to go.

Telnet and SNMP should be not a big issue.
